Guide to Exercises in Chemical Emergency Preparedness Programs

This Guide has been prepared by the EPA as a service to local and state chemical emergency response and planning authorities, incl. local emergency planning committees and state emergency response commissions. The Guide consists of 3 Tech. Assist. Bulletins: (1) Introduction to Exercises in Chemical Emergency Preparedness Programs; (2) A Guide to Planning and Conducting Tabletop Exercises; and (3) A Guide to Planning and Conducting Field Simulation Exercises. Each of these bulletins have been revised to ensure comprehensive coverage. A 4th section, providing example simulation exercise scenarios, has been added.
