The Assessment and Investment Model (AIM) introduced in 2003 a fiscally constrained ordnance procurement model to plan procurements of the most capable inventory of munitions while attempting to meet annual Navy Non-Nuclear Ordnance Requirements (NNOR). AIM is the first analytical planning tool to incorporate fiscal constraints, to use true optimization to guide procurement policy, and to establish a quantifiable measure of overall inventory capability. This report reformulates AIM and dramatically improves response times for almost all instances. We report analyses using AIM, involving a variety of budgeting and inventory scenarios. AIM is now a fast, flexible tool that can handle a wide range of budget and requirements scenarios in a manner that was previously impossible.
